This self-referential film lampoons elements of the road movie, the courtroom drama, the FBI thriller, the prison drama, and dozens of other Hollywood staples and cliches. Along the way Rocky and Bullwinkle meet up with the likes of Whoopi Goldberg, Billy Crystal, Carl Reiner, David Alan Grier, Don Novello, Janeane Garofalo, John Goodman, and Jonathan Winters in a series of comic mishaps reminiscent of IT'S A MAD MAD MAD MAD WORLD.

Popular cartoon characters Rocky and Bullwinkle make their big-screen debut in this adventure tale that combines animation with live action. Years after their television show was canceled, Rocky and Bullwinkle are still living off the residuals. This time, when three cartoon villains enter the real world as real people, they decide to take over the United States. The FBI knows that the only way to stop Fearless Leader, Boris, and Natasha is to recruit Rocket J. Squirrel and Bullwinkle J. Moose; however, when they enter the real world, they remain cartoon characters. Rocky and Bullwinkle, along with their FBI sidekick, Karen Sympathy, must travel from Hollywood to New York to foil Fearless Leader's fiendish plot to become president. USA Today

...As much fun as the wit is the film's overall sense of well-being; this is a happy movie and not the desperate sort of scratching for laughs we got in a cartoon retread like The Flintstones in Viva Rock Vegas. ...the real discovery of the movie is its (human) lead, a 23-year-old newcomer named Piper Perabo, who plays an FBI agent.
