The story is a simple one. According to Ellaway, his car broke down, he was lost, and was trying to find a shelter when he started furring up. (from the first line)
Ninety-nine percent of the population is lycanthropic--when the full moon rises, they transform into bloodthirsty beasts that cannot be reasoned with or tamed. When a friend is killed by a marauding lune, Lola Galley, one of the few people unable to change, is desperate to see justice prevail.
From the Publisher:
An employee of the Department for the Ongoing Regulation of Lycanthropic Activity, Lola Galley, an ordinary human in a world in which nearly all the population is lycanthropic, sets out to bring to justice the rogue lune responsible for the mauling of an old friend, who is found murdered before the culprit can be brought to trial. Annotation:
This speculative fiction thriller puts a furry, bloody spin on racism by taking place in a world where 99.6% of the population are "lycos," turning into violent beasts at the full moon. The despised remainder of the population, the "barebacks," are born without this ability, and as a consequence, are conscripted into DORLA, an agency which monitors lycanthrope behavior during the full moon and attempts to minimize the damage they do at that time. A lyco bit off a bareback's hand during a full moon, and DORLA staffer and bareback Lola Galley has been assigned to the lyco's defense. When the bareback victim is murdered, Lola investigates, facing many obstacles from a society that sees her as a second-class citizen.

Praise

"A nuanced exploration of prejudice, this deftly written, absorbing debut deserves a crossover literary and fantasy readership." (starred review) July 31, 2006
