1918. This is a collection of messages and addresses given by President Wilson during his first term of office and within the first few months of his second inauguration. As expected, they cover a wide range of subjects and primarily fall into two classes: foreign and domestic affairs. On foreign issues he deals with the neutrality of the United States in the war said to have started with Germany_s declaration against Russia in 1914, those delivered when war between the US and Germany loomed large upon the horizon, and those delivered after the outbreak of the war.
